The government has appointed a seven-member board to supersede the Medical Council of India. The new board will now be going to run the Council till the parliament passes the National Medical Commission Bill.
Following an ordinance signed by the president Ram Nath Kovind, the health ministry has issued a notification asking the officials of the Medical Council of India to vacate their office as soon as possible. The bill also notified that until the new council reconstitutes, a board will be constituted to take over the functioning of MCI. A bill to replace MCI with a National Medical Commission is still pending in the parliament.
The board will consist of Dr Vinod Paul, Professor and Head, Paediatrics, AIIMS, Delhi as the chairman, the directors of AIIMS-Delhi, PGIMER Chandigarh and the National Institute of Mental Health& Neuro Sciences (NIMHANS) Bangalore, Dr Randeep Guleria, Dr Jagat Ram, Dr BN Gangadhar respectively, and Dr Nikhil Tandon, professor in AIIMS as well as Dr Balram Bhargava, the director general of the Indian Council for Medical Research, and Dr S Venkatesh, the director general of health services (DGHS) as members. Besides these members, the centre has appointed Dr Sanjay Shrivastava, Ex-deputy director general of health services as Secretary General of the board.
Following the supreme court order, the ministry has earlier appointed an oversight committee. But the committee had resigned earlier this month. Though it has been stated that their tenure has ended, sources tell that the committee was unhappy with the lack of co-operation from the MCI.
Last year, when the term of MCI ended on November 4th, it had been given an extension of 1 year. This year, Finance minister Arun Jaitley said, Since the term of the elected body is about to end shortly, a need was felt to run it by a committee of eminent persons. Thus an ordinance has been cleared by the cabinet and subsequently signed by the president.
With the ordinance being enacted, the new secretary general along with the cops and an SDM reached the MCI office premises to seal and asked the staff to vacate the building and take their personal belongings with them. The MCI was dissolved earlier in 2010 through an ordinance and remained so until 2013.
